THE WORLD UNION: HOW TO SAVE MANKIND

When you are dying - and history is dying - death is so sudden that any remedy has to be implemented fast and efficiently. A human body affected by a heart attack will die soon, unless the ‘doctor’ arrives on time. When an organic system is about to die, survival depends on the speed of reaction against the germs that cause its death. The pollution of the environment by machines and the war causalities caused by weapon’s industries is a parallel process to a death process that destroys the energy networks of the body of history. While the destruction of ethic verbal thought by digital thought, with its self-destructive, murderous images, is a parallel process to the suicidal madness that affects a cancerous brain. So we have to stop the re=production of those germs of history with shock measures before the cancer of History crosses the threshold of no return...
In that sense 4 are the fundamental reforms needed to implant the Human Constitution:
1: A legal reform, as nations give up part of its national rights to a World Union, unified under the laws derived from the Human Constitution.
2: An economical reform of national currencies to avoid currency wars, creating a global currency, ¥€$ money, born out of the fusion of dollars, euros, Yens and Yuans, which becomes the international currency with unlimited deficit rights to pay for the Wor(l)d Union and its economical measures. And a reform of the stock-market to achieve credit for companies that reproduce human goods and discredit those which reproduce digital machines.
3: A cultural reform of the concepts of History and Science, to foster social, verbal sciences, ethics and Humanities, instead of promoting physical, digital sciences; which implies a reform of the patent systmes, forbiding them and imposing a ‘moratory’ in the evolution of machines with the prohibition of new models.
4: A reform of the armies that should control the evolution of metal-weapons, instead of promoting them (as the Samurai armies of Edo Japan controlled gunpowder, extinguishing it).
Those 4 reforms could change history by reversing the evolution of machines, promoting the evolution of man and creating a healthy, Historic organic system according to the survival laws of the Non-AE Universe. Let us design theoretically that super-human organism, based in the ethic values of survival, that we shall call the Wor(l)d Union.

1. The Networks Of A Healthy Body Of History. the Wor(l)d Union.
                              Max Human(goods)=Min Metal(goods).

A Global government, a World Union, could impose the 2 destructive and creative arrows of the Human Constitution: the reproduction of human goods and carbon life species and the control of lethal goods, to each human quanta, company-mother and machine of the rival economic ecosystem; recreating an ecosystem of Human Goods and Carbon life species, where the evolution of machines is under control. We can design such Global Government, guided by the survival goals of the Human Constitution, according to the structure of any efficient organic system, which has 3 basic physiological networks that control the reproduction of energy and information within the territory of the organism. In the case of history those 3 networks would be:
Max.E: The Energy organs that destroy metal-lethal species. Or War Ministry.
E=T: The reproductive organs that reproduce Human goods. Or  Trade Ministry.
Max. i: The informative organs that control lethal information and reproduce ethic laws and information positive to the social evolution of mankind. Or Ministry of Education.
Each of those 3 Ministries takes care of a basic network of History, acting through one of the positive or negative arrows of the Ethonomic Coordinates and Human Constitution:
The Ministry of Trade reproduces Human Goods: (max. Human Goods)
The Ministry of War eliminates metal Goods: (min. Metal Goods)
The Wor(l)d Ministry (Legislative and Educational Assemblies) creates verbal, ethic laws that promote the Human Constitution, modifying our educational programs. Since Universities should teach mankind not only the scientific laws of Quantic Spaces-Times fields, but also the dual ethics of survival, promoting human arts and senses over technological sciences and machines, stressing, verbal, wor(l)d education over mathematical languages.

2. The 3 regions of the World Union.
   
To that aim present national governments and economical powers should become integrated in the Super-Organism of the World Union. The closest model that mankind has devised, similar to that super-organism, was the European Union during the 60s, before its liberal reform; when it favoured clearly the production of human goods (agriculture), limiting the production of lethal goods (weapons) and spending huge sums in the convergence between its poor and rich nations. That model at global scale should be the model of the World Union, created by empowering a reformed UNO, to make it to the image and resemblance of an efficient super-organism similar to the one schematised in the previous graph. In other words, the World Union doesn’t change the people in power, but the ideology that guides them; from an ideology of evolution of machines to an ideology of  human evolution, represented by the Human Constitution. So the World Union will have a theoretical Head, the Human Constitution,  based in the Ethonomic Frame of Reference and the laws and practical measures devised to implement it; and 3 physiological networks, created through the reform and integration of different national governments and international institutions and Global Markets. National Presidents would become members of the Legal Assembly of the World Union; financial houses in control of Stock-Markets should credit companies of human goods in a reformed Global Stock; while armies and generals would become destroyers of weapons and machines lethal to men, instead of killing human beings.
The first goal of the World Union is destructive:  to return the Ethonomy, back a generation to the pre-digital age; and then to establish laws against further technological re=production.
To that aim the 3 ministries=networks will act with symbiotic measures:
- The Reproductive-Economic Ministry ends credit to technological companies, bailing them out at market price with ¥€$ money, which they will be able to invest only in Human Goods’ Companies.
- Thereafter, the Energy-War Ministry will destroy those lethal industries and products.
- The Information-Wor(l)d Ministry approves laws against lethal technology,  its patents and trade.  It imposes legal limits to the evolution of machines.
In the map, we draw a practical scheme of the Wor(l)d Union organism, built according to the Ternary Principle by the fusion of the World’s  main economical, geographical and cultural regions, in 3x2 ‘stable’ couples of Northern, Industrial, Animetal cultures and Southern, Agricultural, Human culture, which would converge into a middle zone of ext development by crediting the agricultural regions, which produce most human goods and devolving the industrial, lethal tissue of Northern regions, moving them exactly into the opposite direction of future towards which the present economical policies lead them:
- North-America, the ‘culture of companies’, established in the modern age by European Companies, which is today ruled by the language of money and the Jewish-Protestant Industrial culture fusions with Latin America, a Southern, Catholic agricultural world. Paradoxically, it will be in charge of the war Ministry as the biggest world army, destroying their own arsenals.
- Eurafrica, the culture of ‘subjective religions’, formerly divided between Europe, the Industrial culture, and Africa, mainly an Islamic, agricultural World, converge now together. The EU will be in charge of the Economical Ministry as the most evolved human-directed economy, spreading their well-proved EU institutions to other regions of the world.
- While Asia, the culture of ‘objective religions’, with its 2 great sub-cultures, India and China, in a process of industrial development, change their economic emphasis from electronic to human goods. It will be in charge of the information-education Ministry as the oldest Non-AE culture of the world.
Thus, in each region we can distinguish a North and South zone, of lesser technological evolution. The goal of each region is to diminish technological evolution in the North and upgrade the South to a point of balance between both. To that aim each Region implements Freedom of trade in Human goods from South to North; restrictions of technological trade from North to South; freedom of immigration from North to South and restrictions from South to North. Those measures paradoxically will desindustrialize the North decrease the quantity of machines in both and balance their population, stopping the massive migrations North to South, caused by 3rd World poverty.
Thus, the world Union is divided in 3 ministries, and 3 regions, America, Eurafrica, and Asia.

3. The Economic Ministry. Ethonomics. The reform of credit.  
The fundamental goal of Non-AE sciences must be to improve the human condition by applying the laws of the Quantic Spaces-Times Universe to build a better world, developing to that aim through systemic sciences, efficient organisms of History and Economics. This is not the case of our present world, which is guided by political myths and economical ideologies based in religious, Go(l)d myths that hinder our capacity to evolve socially. So we don't exist in an efficient organic system that caters to the needs of mankind, but in an economic ecosystem, the Free Market, where humans are secondary to companies and machines, because the subjective values of our organic, informative language, the wor(l)d, no longer rule our societies through the law, but money does. That Global Free Market has a monetary government/brain called the stock Market, that credits=creates with financial orders invested in technology, new companies and their offspring of machines. Meanwhile human governments have restricted under deficit zero laws their credit power. So they cannot longer create a Welfare State and make the world to the image and resemblance of man, as they did in post-war Europe. Those company-Mothers, the ‘Free Citizens’ of Free Markets are organic systems that reproduce, evolve and create ecosystems of machines. So they use men as workers=reproducers of machines and consumers that vitalize, test and pay for their machines according to their quality, evolving them. That is why audiovisual messages always try to convince us that ‘working, consuming’ and ‘becoming rich’ are the natural, ethic goals of mankind. Thus those 3 goals that make of man an instrument of the evolution and reproduction of machines have become the goals of Free Market ‘Democracies’, guided by their ‘Free Citizens’, company-mothers. We are designing a perfect Free Market, a perfect ecosystem of machines where life is irrelevant. To revert that process, in as much as the 'bigger fish eats the small one', the only solution is either to destroy the Free Market, dividing it again in local, protected markets ruled by national governments or to create a government bigger than the Free Market, able to control credit in a higher measure than the global stock-brain does with its financial orders. Which means to create an empowered UNO similar to the European Union. The World Union tries to achieve both strategies. Thus the triad of global Presidents, composed by the American, Chinese and the European Union Presidents implement economical measures that create a Free Market, to the service of humanity, the true citizens of a real democracy, not to the service of company-mothers, the free citizens of economic ecosystems. The first of those measures ends Deficit Zero Laws and gives back the credit, today monopolized by Companies in stock-markets, to human governments, by establishing a single global currency, called ¥€$ money, which fusions Yuans, Yens, Euros and Dollars into a fixed parity currency, 1 €=1 $ = 10 Yuans =100 Yens. It is the International Currency with unlimited rights of credit=government deficit, since an International Currency cannot be devaluated, due to the fact that it sets the reference prices of all commodities.
The second measure establishes a 30% of government credit=deficit, to invest in welfare goods for each nation of the World Union. It is roughly the same quantity of money the stock Market invents in technological shares each year, to promote lethal goods. Further on, those shares of lethal companies will become nominal, and bought at a fixed price by governments that will destroy them. So the governments of the World Union could invest up to 30% of their GNP, without extorting taxes to citizens or increasing inflation, to promote the positive and negative arrows of the Ethonomical Frame of Reference and the Human Constitution , creating welfare states based in the natural demand of human goods and expanding such global welfare state to any nation that wanted to accept ¥€$ money and peg its currency to the global one.
The Wor(l)d Union is a government dedicated to the promotion of human goods and human senses. Hence it promotes ‘ethonomics’, an economic science based in the verbal natural values of those goods, not in the metallic price values of machines.
The easiest way to implement the Human Constitution is to adapt the present structures of the Metal-Earth to the cre(dit)ation of Human goods:  In the Earth money is today the only language both humans and machines obey. So we should adapt money, the established language, to the new goal of creating human goods and ethic values by using the center of creation and destruction of money, the stock-market, to finance human goods and limit credit to metal goods.
To that aim, the Economic=Reproductive Ministry=network, formed by the 9 economic ministries of the World Executive Nations and a council of the 500 Fortune CEOs should interfere in the Global stock market, implementing some basic repressive measures against company-Mothers of lethal goods and some positive measures in favour of companies, which reproduce human goods:
- The Economic Ministry should nationalize the top predator financial houses of the World, bailing out their shareholders with ¥€$ Money to be invested only in Human Good’s companies. In this manner, the Ministry avoids the resistance of our elite of ‘stockrats’, owners of the Earth Inc. and engages them in the creation of a World to the image and resemblance of man. All former investors and managers of those companies now will work and invest to achieve the goals of the World Union:
- All company shares are made nominal and speculative markets are closed.
- 2 kinds of companies are defined by the Ministry and have different treatment:
- Positive Human Goods companies produce human goods, are small in size, with a high content of carbon life materials and minimal chip content. They have a high ratio Labour/Capital and require a lot of Human labour. They are the preferential investment targets of the new stock-market system. Local stock-markets with micro-credits to such companies spread throughout the World Union.
- Negative Metal companies produce lethal goods, mainly weapons and digital machines. They have a low ratio Labour/Capital and require little human labour. They are the companies bailed out or controlled tightly in credit and patents by the Trade ministry.
The Trade Ministry decides initially which companies belong to each ± zone of the Ethonomical Frame of Reference. Health care, tourism, non-air transport, housing, education, environment, high human labour companies, arts and publishing companies are obviously, Human Good’s producers. Electronic and military companies are Metal Companies. They should lack any credit in the market and a strict prohibition should be established against the production and evolution of new, more evolved machines in those sectors. Patents should be forbidden. All  models those companies reproduce should be old models, invented prior to the creation of the World Union.
Though a complete design of a global human organism according to Quantic Spaces-Times laws can be as complex as detailed as any efficient organism is, those simple measures could be taken within hours upon agreement of 3 people, the US, EU and Chinese President, latter expanded to other nations. So easy it is actually to change the World and ensure human survival and the common welfare if the political, economical and intellectual will were in place. But that will doesn’t exist today…

4. The Supreme Court and the Citizens’ courts.
Finally, the last element of a true democratic, global government is the Supreme Court, which judges in open court all Presidents of the World Union, once they have completed its mandate. In an ideal World Government those mandates of a natural decade would thus end with a court trial that should have simple positive or negative penalties: jail for a decade or a decade of ‘free Yes money’ to spend in all kind of pleasures and human goods. It would be the equivalent to the pain and pleasure messages that the cells of a body deliver to its ruling brain. In the same manner, once citizens and governments have learnt the Non-AE science of politics, all Corporation CEOS and boardrooms, politicians and elected positions, from the smallest sheriff to the highest president would be judged once they have finished their mandate and have no longer power to bend the will of the people they ruled. Which is the true meaning of a democracy: the capacity of the consumers and citizens CEOs and politicians rule to judge the acts of their rulers in true freedom. Since the will of mankind is a single biological, natural will, freedom is not the capacity to ‘be cheated’ and choose programs that are against that will, as a child should have no freedom to eat poison. So bicephalic democracies are not free, because reality is one and so the natural measures to be taken by politicians and economists are only one type of measures. Freedom consists in judging if those measures were properly taken.

5. Conclusion. How Non-AE sciences could design a better world.
Unfortunately, taking the homology between Quantic Spaces-Times systems further, we don't live in an evolved 'mammal organism' ruled by the nervous/informative/political system of our societies but in a primitive 'worm', where the energy/blood/economical system impregnates the entire organism and the nervous brain/government is hardly a vestige without organizing power.
What the science of Biohistory does is to analyse history as a collective organism and design the correct measures that could cure our civilization. Which are not abstract but very concrete, physiological measures that should control our collective energy system (the Economy) through our informative system (the Political, legal system) in order to make it as efficient and fit to survive, as any evolved organism of the Universe is.
